fix: test container image with container-structure-test #14905

SUMMARY

It adds a new step in action workflow for building container image.

I'm using a fix to test this PR and will remove commit 3d7903c once test is done!

TESTING INSTRUCTIONS

container-structure-test -i apache/superset:latest -c docker/container_image_test.yaml

ADDITIONAL INFORMATION

  • Has associated issue: CI: test built docker image with container-structure test #14904
  • Changes UI
  • Includes DB Migration (follow approval process in SIP-59)
    • Migration is atomic, supports rollback & is backwards-compatible
    • Confirm DB migration upgrade and downgrade tested
    • Runtime estimates and downtime expectations provided
  • Introduces new feature or API
  • Removes existing feature or API
